Zhang Baochen is a professor-level senior engineer enjoying special allowance of the State Council, the executive vice president of the Ninth Council of China Institute of Navigation (CIN) and the president-elect of the International Association of Institutes of Navigation (IAIN). He has long been engaged in management, practice, and scientific research in fields such as water transport safety, maritime investigation, maritime search and rescue, oil spill emergency response and intelligent shipping.
